EMERGING POLITICAL FORCES SUPPORT LGBT RIGHTS 新興政治力量力撐性小眾公民權益 民主黨意外龜縮

Civic, Labour and New People’s parties may not see eye to eye on many issues, but they have all found common ground when it comes to equal rights for Hong Kong’s lesbian, gay, bisexual and transgendered (LGBT) citizens.

To gauge the level of support on outlawing sexual orientation discrimination, Pink Alliance sent out a seven-question survey to 286 Legislative Council election candidates. While the response rate is low (just under 12%), it is encouraging that three emerging political forces in Hong Kong – the Civic Party, the Labour Party and the New People’s Party advocate outlawing sexuality-based discrimination in employment, housing, education and the provision of goods and services through legislation.

“I am very pleased to see that we have seen increased support from across the political spectrum. A law to ban discrimination on the ground of sexual orientation is long overdue. It’s time to get the ball rolling,” said Reggie Ho, chairman of Pink Alliance.

The three parties also pledged their support to advance equal rights for the LGBT community. All three have incorporated LGBT-friendly policies in their party platforms.

However, the Pink Alliance is disappointed that the two major established political forces in Hong Kong – the Democratic Party and the Democratic Alliance for the Betterment of Hong Kong – do not have any pro-LGBT policies in their platforms. Also, virtually none of their candidates responded to our survey.

For a party that proclaims itself the champion of human rights, Democratic Party’s deafening silence on LGBT issues is perplexing. It is universally recognized that LGBT rights are human rights, and this glaring omission raises the question: will the Democrats stand up for justice for Hong Kong’s sexual minorities?

The Hong Kong College of Psychiatrists and the Hong Kong Psychological Society have both affirmed the international consensus that homosexuality and bisexuality are not mental illnesses. They both advocate an inclusive society, the promotion of equal opportunity and the elimination of homophobia, biphobia, discrimination, bullying, harassment, and any form of stigmatization towards LGBT individuals.

Hong Kong’s LGBT citizens contribute to the community. They may be your doctors, teachers, police officers, neighbours, relatives and family members. Many suffer regular discrimination at work and in their private lives. Many are bullied at school. There is no reason why these people should be discriminated against because of their sexual orientation. They are asking for protection, not asking for special rights.

The government must recognize that public opinions are evolving, and that there is a growing acceptance of LGBT individuals. Now an increasing number of candidates running for legislative office have voiced their support to outlaw sexuality-based discrimination. The Pink Alliance calls upon the government to act now to protect all its citizens.

The Pink Alliance conducted a survey August 13, 2012 through August 21, 2012, asking candidates running in the Legislative Council election about their views on LGBT rights. The survey was conducted by post or by email.

立法會選舉迫在眉睫,公民黨、工黨及新民黨主張透過立法,把就業、住屋、教育和提供商品和服務上的性傾向歧視定為非法行為。  民主黨作為一個自詡為「爭取民主自由,人權第一」的政黨,在同性戀問題上卻保持沉默,更使人失望費解。粉紅同盟呼籲政府立即採取行動,保護公民。

為了評估為了立法禁止性傾向歧視的支持度,粉紅同盟向286立法會選舉候選人發出了一份共有7條問題的簡明問卷調查。  雖然問卷回應率低(少於12%)。公民黨、工黨及新民黨,驟眼看它們的政見大相逕庭,但它們在香港的女同性戀者,男同性戀者,雙性戀者和變性人(LGBT)公民的平等權利的問題上意見卻不約而同地相似,令人意外。令人鼓舞的是公民黨、工黨及新民黨主張透過立法,把就業、住屋、教育和提供商品和服務上的性傾向歧視定為非法行為。

「我很高興地看到來自不同政黨對粉紅同盟的支持。  我們一直等待著禁止性傾向歧視立法。  現在是時候行動起來。」 粉紅同盟的主席何禮傑說。  這三個政黨亦承諾支持替LGBT社群爭取平等權益。  它們亦把對LGBT有利的政策納入其政綱中。  然而,粉紅同盟對立法會內的兩大黨  – 民主黨和民建聯深感失望。兩黨政綱中沒有包含任何對LGBT有利的政策。  而且,它們的候選人也沒有回應我們的調查。

民主黨作為一個自詡「爭取民主自由,人權第一」的政黨,在性小眾公民議題上卻保持沉默,令人費解。LGBT(性小眾公民權利)早已被公認為人權不可分割一部份,而這次的眾目睽睽下的龜縮帶出了一個嚴重問題: 民主黨會為香港的非主流性傾向人士站出來、爭取公義嗎?

香港精神科醫學院及香港心理學會已確認國際上已一致肯定同性戀和雙性戀不是精神疾病的共識。它們都主張社會共融,促進平等機會,消除對LGBT人的憎惡、恐懼、歧視、欺凌、騷擾,和任何形式的侮辱。

香港的LGBT公民對社會作出不少貢獻。他們可能是你的醫生,老師,警察,鄰居,親戚和家人。許多人在工作和自己的私人生活都常常受到歧視。許多人在學校被人欺凌。 這些人沒有理由因性傾向而受到歧視。 他們只要求受保障,不是要求特權。

政府必須正視民意變化,越來越多人接納LGBT人士。  現在,也有越來越多立法會候選人亦表示支持立法禁止性傾向歧視。  粉紅同盟呼籲政府立即採取行動,保障公民權益。

粉紅同盟於2012年8月13日至21 日期間,對立法會參選人査詢他們對性小眾公民權益的立場,問卷以電郵發出。
